No literature can produce a more original writer than Ernst Theodor Wilhelm Hoffmann, a German Romantic author of fantasy and horror, better known by his pen name E.T.A. Hoffmann (Ernst Theodor Amadeus Hoffmann). His works are very numerous and were published at Berlin in fifteen volumes. He is the subject and hero of Jacques Offenbach's famous but fictional opera The Tales of Hoffmann. Of the two tales in this book, "The Sandman" is from the collection "Night Pieces," and The Elementary Spirit is from his "Later Works." In these stories, Hoffmann's purpose is to point out the ill-effect of a morbid desire after an imaginary world, and a distaste for realities. Different as their adventures are, there is a striking similarity in the characters of Nathaniel (in "The Sandman") and Victor (in "The Elementary Spirit"). However wild may be the subjects of Hoffmann, and however rambling his method of treating them, his style is remarkably lucid. The story of the Sandman had its origin in a discussion which actually took place between La Motte Fouque (a German writer of the romantic movement, 1777-1843) and some friends, at which Hoffmann was present. Some of the party found fault with the cold, mechanical deportment of a young lady of their acquaintance, while La Motte Fouque zealously defended her. Grigore Pop-Eleches From Economic Crisis to Reform. IMF Programs in Latin America and Eastern Europe


The wave of neoliberal economic reforms in the developing world since the 1980s has been regarded as the result of both severe economic crises and policy pressures from global financial institutions such as the International Monetary Fund (IMF). Using comparative evidence from the initiation and implementation of IMF programs in Latin America and Eastern Europe, From Economic Crisis to Reform shows that economic crises do not necessarily persuade governments to adopt IMF-style economic policies. Instead, ideology, interests, and institutions, at both the international and domestic levels, mediate responses to such crises. Grigore Pop-Eleches explains that the IMF's response to economic crises reflects the changing priorities of large IMF member countries. He argues that the IMF gives greater attention and favorable treatment to economic crises when they occur in economically or politically important countries. The book also shows how during the neoliberal consensus of the 1990s, economic crises triggered IMF-style reforms from governments across the ideological spectrum and how these reforms were broadly compatible with democratic politics. By contrast, during the Latin American debt crisis, the contentious politics of IMF programs reflected the ideological rivalries of the Cold War. In the last two decades, there has been a widespread movement from authoritarian to democratic rule among developing countries, often occurring against a backdrop of severe economic crises and the adoption of market-oriented reforms. The coincidence of these events raises long-standing questions about the relationship between economic and political change. In this book, Stephan Haggard and Robert Kaufman explore this relationship, addressing a variety of questions: What role have economic crises played in the current wave of political liberalization and democratization? Can new democracies manage the daunting political challenges posed by economic reform? Under what economic and institutional conditions is democracy most likely to be consolidated? Drawing on contemporary political economy and the experiences of twelve Latin American and Asian countries, they develop a new approach to understanding democratic transitions.
